Ownership structure of adult care home services in Cymru: trends and future implications

This report, developed by CICTAR in partnership with TUC Cymru and Unison Cymru, reviews the ownership structure of the largest providers of adult care home services in Cymru (Wales), and looks at the trends over time,using data from April 2020 and April 2025.

Our findings, aligned with evidence from elsewhere in the UK and globally, shows that the country’s care system is heading in the wrong direction. The new government of Cymru must turn the ship around and an important first step would be to extend the Welsh government’s existing commitment to phase out for profit provision in children’s social care to all forms of social care, including aged care.
